The Governor Utah needs

I may not fit the description of a cookie-cut politician, I may not know how to put on a pleasing act to secure your votes, to walk the walk and talk the talk, or sugarcoat the painful truth. But one thing you can be certain of with me is that what you see, is what you get.

No act, no pretense, no approval seeking, no impartial statements.
As all leaders should be, they ought to remain neutral and impartial in the service of those who follow.

BACKGROUNDS
LAW ENFORCEMENT - Having been an officer of the law, Charlie has observed discrimination and corruption even among high-ranking officers. The use of, manipulation, and abuse of authority to intimidate, lure, and initiate criminal acts, is not the American way of life. However, the problem is found in our laws and lawmakers being impartial, and it needs to be restructured.
MILITARY - If we want to change the rate of veteran suicide, we need someone who understands the veterans' way of life. Throughout his years in the U.S. Army, Charlie is well aware of the unseen damages caused by a Commander in Chief when acting upon military authority. He can give that peace back to our servicemen and women.
MEDICAL - He has labored in the intense demands of the medical sector and knows what it's like to be overworked and underpaid. From being a patient to being a caregiver, from traumatic moments to peaceful passing. The expenses on lives and finances should be the last of our concerns.
IMMIGRATION - The sacrifices of immigrants to leave their worlds behind to find a better & safer life, is in the blood of everyone who is not of Native American heritage. As the federal government has robbed us of our earnings as taxpayers, they have robbed immigrants of all they had offering nothing but a lifetime of waiting on a decision to be naturalized.

EXPERIENCES
POVERTY - From penniless to living on credit, to middle class; going a day without a meal, is not an experience Charlie would wish upon anyone. He knows what it's like to have hard-working parents who don't have the time, he knows what it is to struggle.
RELIGION - Religious living can be a form of salvation, but can also be the cause of damnation. His understanding of religious living is that we ought to be God-fearing people, not a congregation who fear the judgment of men, interpreted from their understanding of the scriptures.
ENTREPENEURSHIP - As a business owner, Charlie is familiar with corporate competition. To be bullied, dwarfed, and robbed of success as a thriving start-up. Your business is your family's income, and it ought to be protected.
CULTURE - In a world so divided, who better understands cultural differences than Charlie? Born of many ethnicities but belongs to none. He echoes the words of Nelson Mandela, "If you talk to a man in a language he understands, that goes to his head. If you talk to a man in his language, that goes to his heart."

HE KNOWS WHAT IT IS LIKE TO BE YOU. TO STRUGGLE IN THE 9-5 GRIND, TO BE MISUNDERSTOOD, AND TO BE LEFT BEHIND BY THE PEOPLE WE PAY TAXES TO.

LET US NOT PUT THE FATE OF OUR FUTURE IN THE HANDS OF THOSE WHO HAVE NOT ENDURED THE DARKNESS OF OUR STRUGGLES.

MISSION STATEMENT

No one gets left behind

It's more than just a phrase, it is a bond, it is an oath to the most and the least. That is the good and the bad, we will prevail; that in the face of political injustice, we will stand together and that we will not go quietly into the night.

We have suffered severe blows throughout the years from political deceptions and undelivered promises, and it is our time to heal, as one nation, under God.

Concerns that needs to be addressed

THE OUT CRY OF INJUSTICE HAS BEEN DISREGARDED FOR FAR TOO LONG , BUT OUR VOICES WILL NOT BE SILENCED.

The right of an individual to decide what they can or can not do with their bodies, SHALL NOT be governed by the laws of the State of Utah. However, the act of a physician compromises their Hippocratic Oath, to "prescribe only beneficial treatments... and to refrain from causing harm or hurt."
The State of Utah may designate one physician per district to perform the act of fetal abortion and will hold others accountable for violation of human rights if they choose to perform abortion outside the knowledge of the State.
The State of Utah will continue to respect the rights of the citizens, and in so doing will permit the overseeing Physician to grant an abortion under the following conditions.

The carrier of the fetus must provide legal identification to the Practicing Physician
The carrier of the fetus can only have one abortion in their lifetime unless it is a product of rape or a health complication
The person choosing to abort the fetus must declare if they were a victim of rape or consent.
Any product of rape may abort the fetus within the first 3 months of the pregnancy and will be required to file a police report regarding the incident
For any product of consent, the co-parent of the fetus must be present and provide approving consent to abort.

FALSE CLAIM & ACCUSATIONS
Any willful act to falsely accuse an individual of the act of rape, whether the accuser is a minor or an adult; WILL be charged criminally for entrapment and slander.

Forestry - The State of Utah will begin restoring our natural resources by planting forests throughout state land, to reduce CO2 levels.
Restoration of Lake - Much of the Oxygen received comes from our reservoirs throughout the state, and we will act swiftly to restore them.
Summer fires - Contingent plans will be put in play to reduce wildfires, by maintaining intervals between bushels and forests. (Per acre)
Air filtration - Utah will look into duplicating a replica of the world's biggest air filtration system. Fashioned after the one in China.
"Cloud seeding" - Will be prohibited throughout the State, unless otherwise needed to control droughts and water needs.

No Law School Graduate or out-of-state attorney may identify as an attorney in the State of Utah, without first passing the bar exam for the State. Without first passing the Utah Bar Exam, any individual who declares themselves as such will be guilty of a violation of Utah Code 76-8.512
No government entity within Utah may require a defendant to seek legal counsel if it is against the defendant's right and choosing.
Any judicial system or law enforcement officer who sentenced an innocent person to spend time in jail shall be held accountable and punishable for their actions and shall not be immune from the law.
Any legal counsel in the state of Utah, who is aware of the guilt of the party he/she is representing, and knows that the party is guilty beyond a reasonable doubt, yet so willingly represents that client; will lose their license to practice law in the State.
NO criminal sentencing or charges caused or influenced by emotion or personal vendetta shall be admitted into the record or accepted as legal finding or sentencing.
If an attorney of law in Utah has gone two years without practicing law; they must retake the Utah Bar Exam to requalify to practice law.

All criminals that are found guilty beyond reasonable doubt of cruel and unusual acts without the need of the judicial system to prove their guilty; will forfeit their constitutional rights to legal representation and shall immediately be incarcerated.
The following criminal acts violate the rights of another, shall justly be dealt with the same courtesy as having their rights removed (despite of mental status or age) in the State of Utah if found guilty;
- Human Trafficking
- Kidnapping
- Rape
- Murder
- Sex-related Crimes
- Crimes against Children
To better serve justice, Utah prisons and correctional facilities will no longer be providing the following without first catering that care to the general public/homeless.
- segregate or provide individual cells
- provide medical benefits without payment first being received
- provide entertainment or physical activities
- education
- warmly prepped & served food

Housing Crisis

Tax exemption for minors - Due to the increased cost of living, minors who are employed throughout the state, shall be exemption from State tax obligations. Allowing the minor to utilize their wage to support household income, or add to their savings for other pursuits

First-time home buyer - In order to help facilitate New families buying their first home, the state will provide support through closing cost assistance and low monthly payments for the first year.

HOA Restrictions - The property monopolization of the Home Owner Association will be reduced, and the fees required for home buyers of properties managed by HOA will be optional and not required. HOA-managed properties, may not require from buyers, their intention to utilize HOA or not.

Homeless Population
Rooms will be provided for the homeless population during severe weather anomalies. Whether that be through homeless shelters or the temporary occupancy of abandoned properties.

The State of Utah prohibits panhandling and will be enforced by local law enforcement

Caravans & Mobile homes are not permitted to groups of more than 3 vehicles within 10 miles of each other. Any vehicle found unoccupied at first encounter by Law Enforcement; will be impounded at the owner's expense.

Tax Healthcare Insurance
At its peak, the State of Utah will research and provide an option for the taxpayers; to increase and utilize their taxes as payment towards State-owned Insurance that will be accepted by Healthcare Facilities statewide.
Unconstitutional Healthcare Charges
Healthcare facilities may not impose fees on patients that are unconstitutionally unpayable. No service rendered by any Healthcare Facility may surpass $500,000 U.S.D without insurance assistance.
Healthcare Facilities may also, not charge patients for services that were not previously agreed upon with the patient.
Insurance Companies
ALL Insurance companies throughout the State of Utah, whether incorporated or domesticated; shall refund 50% of clients' insurance payment, if the client does not utilize the insurance services for 12 consecutive months.
State Welfare Program
State Welfare Program will be terminated after 6 months of unsuccessful support to all abled-bodied clients, who a physically or mentally capable of being employed. The reason "not able to find employment" will no longer be an option to stay on the State Welfare Program.

The cost of education has significantly increased over the years, and though Universities are registered non-profit organizations; they continue to profit off the people. In conjunction with other government-implemented laws regarding the income bracket that qualifies a non-profit organization; Universities will now have the choice to, pay hefty tax rates on their profits or reduce Education Costs by a margin.
In addition to limitations placed on Universities, the powers and authority of K12 School District; will be reduced to a sustainable budget to prevent the abuse of funds and unreasonable wages across the board. Families whose children do not attend Public Schools will be relieved of school tax requirements until attendance in public school is restored. Individuals who have no children to attend a Public School (grandparents, single adults, etc.) will have this obligation deducted from any tax required by the Municipalities of their residence.
All Public School Facilities and Officers, while during employment hours; shall maintain a neutral ground on political and personal issues. Employees shall not proselyte their personal beliefs, or political standpoint or individualize support for any group, parties, or affiliations, to others in large groups or to minors.

Stolen Valor
Shall be deemed a criminal offense due to the impersonation of a Federal or State official. If found wearing the uniform of law enforcement or military personnel to include identifying markers and decorative awards, with the intent to deceive and or gain status or benefit only available to service men and women.

Mental Health
Takes priority above all others. Their safety involves their loved ones and the community around them.
Employ protection
Our veteran's employment shall be protected by the state, from discrimination, and retaliation due to the need for mental health care or emotional distress related to military or law enforcement employment
Benefits
Education
The commitment of the state shall not take away the responsibility of the individual to provide for their educational pursuit
Those not actively employed by the state will be responsible for 50% of the total cost.
The year of services to the State will determine the amount of state obligation.
Healthcare
Active duty personnel & officers shall receive medical care at the expense of their respective jurisdictions (State/Federal)
The commitment of the state regarding all benefits shall be 100% care for life-threatening care but will return the responsibility of general care to the individual.
All service members that are in the services of the state, may obtain free care at any state-owned or veteran hospital
Housing
State assistance for housing shall only be for the first time home buying. Veterans homes shall be protected from reprocessing, and in the absence of the breadwinner, the state will step in to assist with the cost of living.

Trespassing
- No member of the press shall obtain data and information by violating the privacy of a victim, that is not accessible by permission or by law.
- The press may utilize public property, but may not use public property to pry into private properties.
Right to Privacy Act
The press may not disclose in the public news any data that is
- not authorized by the law to be disclosed
- violates the privacy of others
- obtained from friends and neighbors regarding the victim

If the data can be attained by the public in performing their research, then the press must let the public attain that data on their own.

The Peoples Press
The responsibility of the press is to the people in the State; not the government, not the highest bitter nor the State.

Traffic Stops
Officer of the law must first provide the operator of the vehicle found in violation; with the reason for the traffic stop prior to requesting Identification documents.

Unmarked Vehicles
Apart from surveillance purposes, at no time should an unmarked police unit conduct or be involved in any traffic stops or minor violations of law that are less than a felony act.

Level 1 Encounter
Officers of the law, may not confiscate, arrest, or charge an individual or their contents on a level 1 encounter. The only purpose of a frisk during a level 1 encounter, is to ensure the safety of both parties; and belongings shall be returned to the individual upon conclusion of the encounter.

Citation
Unless otherwise connected to the crime committed and being cited for, or an act amounting to felony crimes; the officer may not add the additional finding to the charges. i.e., If an operator is pulled over for running a red light, and upon approach, the officer smells cannabis or sees paraphernalia, the officer may only site the operator for the traffic violation. Citation and or arrest may be done if it's beyond a reasonable doubt that the operator of the vessel is intoxicated.

Trespassing
Any citizen who wishes to record or take pictures of public properties may do so freely without infringing on the security and safety of officials. It is against the law for any citizen to records Private Property from a public locations under the idea that they are on public property.

Compliance
Under the Law Enforcement Citizens Safety Act, the choices of a citizen when requested by an officer to provide legal identifying documents is to either comply with the request (after the officer identifies himself and reason for approach) or Plea the 5th and request an attorney of law; to which the officer will respect.

Traffic Stops
For the safety of both officer and operator, at any time an officer of the law approaches a vehicle (whether parked or forced to stop); the operator of the vehicle must keep both hands on the wheel at all times

Civil Arrest
Citizens of the state of Utah may conduct a civil arrest on a Law Enforcement officer they have found guilty beyond a reasonable doubt of any violation of law without fear of retaliation from the officer or the law.

The State government operates in legal authority, governed by its taxpayers; to establish and furnish public roads, facilities, and properties. Any Sovereign Citizen who willfully disobeys the laws that govern the amenities paid with tax may be charged a fine for criminal trespassing, and all courts and legal fees will be at twice the normal rate.

While on taxpayer property, we must comply with taxpayer laws.

To accommodate the working class, Utah State will be adopting the Federal Employee Retirement System and adapting it to what will be known as the Conservative Retirement System.

Conservative Retirement System

Each individual who chooses to utilize the Conservative Retirement System or CRS; is appointed 108,160 working hours beginning at the age of 18 (This is the equivalent of being employed 40hrs a week for 52 weeks, for 52 years). If an individual, finds employment before the age of 18 and is validated according to tax paid; then he/she may deduct those hours from their allotted working hours. Likewise if an individual works extra hours a week, may deduct those extra hours from their allotted hours.

The age of retirement for the State of Utah under the Conservative Retirement System or CRS, will be set indefinitely at 70.
The CRS allows you to either wait until 70 for retirement, complete 108,160 verifiable working hours or retire sooner.

At any time the Federal Government sets the retirement age above 70, individuals may still qualify to retire under the CRS and continue employment until they can retire under the Federal Government Standard.

At any time the Federal Government sets the retirement age above 70, the individual may obtain State retirement in addition to Federal Age Retirement

Social Security withholdings

The state will make every effort to withdraw from requiring this deduction from taxpayers. As this is intended to be personal savings for retirement, it ought to be kept safe for the citizens who paid into the Social Security Funds, and their retirement; not those who were neither employed at any point nor paid into the Social Security Withholdings.
